'Scoping the Future' Project - Northern Territory Indigenous Performing Arts

About the project

The Northern Territory Government's arts agency, Arts NT, has contracted the Human Services Training Advisory Council (HSTAC) to assess the current and potential viability of the Northern Territory Indigenous Performing Arts Industry.

The project is jointly funded by the Australia Council for the Arts and Arts NT. It aims to provide a staged blueprint for the development of the Indigenous performing arts sector in the Territory. Terms of reference cover a range of issues including:

  • structures and programs
  • marketing and product development
  • education and training.

For the purposes of this project the Northern Territory Indigenous performing arts sector is defined as including traditional and contemporary dance, storytelling, multi-art forms, theatre and music where it supports performances.

The project team

HSTAC's Executive Officer Barbara Pitman is leading a project team that includes Graeme Parsons of local consulting firm Teams for Tasks and Iain Govan of TLE North.

Barbara will lead consultations with key stakeholders including Indigenous performing arts practitioners and organisational stakeholders. Barbara has a long track record in Indigenous arts industry development in the Northern Territory, including her previous role as Executive Officer of the Cultural and Recreation Education and Arts Training Enterprise (CREATE).

Graeme will assist with consultations and project documentation, including the final report due in September 2004. Graeme is an experienced writer and facilitator, who has worked with Barbara on several previous arts industry projects, including ATSIC's National Indigenous Cultural Industry Strategy.

Iain will also assist with consultations and will play a major role in industry development strategies. Iain is currently working with several Indigenous organisations to develop their business and marketing plans.

As the project explores potential models and strategies, the team will expand to include Trevor Woodhead of Woodhead Consultants and a number of specialists in Indigenous performing arts.

Project methodology

A desktop research phase will identify and summarise existing research, so that the project builds on what is already known.

Consultations will then take place with key stakeholders including Indigenous performing arts practitioners, and with interstate and national performing arts companies, universities and vocational education and training providers. Consultations will include:

  • one on one discussions
  • a stakeholder survey
  • several art form practitioner workshops.

In the project's third stage, models with be developed and possible pilots identified.

A draft report will be prepared with a final report to Arts NT due at the end of September 2004.

Arts NT Project Steering Committee

Arts NT has established a steering committee to provide advice and direction for the project. The committee includes representatives from:

  • the Australia Council for the Arts (Aboriginal and Torres Strait Islander Arts Board)
  • Arts NT
  • Aboriginal and Torres Strait Islander Performing Arts (NT)
  • Marketing Indigenous Performing Arts (NT)
  • Batchelor Institute for Indigenous Tertiary Education
  • the Northern Territory Department of Employment, Education and Training
  • Commonwealth Department of Employment and Workplace Relations
  • Aboriginal and Torres Strait Islander Commission.
